North Carolina uses a Graduated Licensing System for new drivers under 18. Here's a quick breakdown:
- Level 1 – Limited Learner Permit (at age 15)
- Supervised driving only
- Hold for at least 12 months
- Level 2 – Limited Provisional License (at age 16)
- Unsupervised driving allowed with some restrictions
- Level 3 – Full Provisional License (at age 17)
- Unrestricted license if prior stages are completed without violations
North Carolina Learner’s Permit Requirements
To apply for a Level 1 Limited Learner Permit (for ages 15–17), you must:
- Be at least 15 years old
- Be currently enrolled in a Driver Education course
- Present a Driver Education Certificate from a state-approved provider
- Bring a completed Driver Eligibility Certificate (issued by your school)
- Pass a written knowledge test, vision test, and traffic sign test
- Provide proof of:
- Identity & Date of Birth
- Social Security Number
- NC Residency (2 documents)
- Legal presence (if applicable)
